President Bush is in Africa handing out 15 billion to combat AIDS. Except he hasn't got 15 billion, he's got 2 billion for this year with the rest spread out over 4 years and 14 countries.
Still, 2 billion is a lot of money, right? Wrong. In the great scheme of things it is nothing.
